The U.S. Army Corps of Engineers has proposed a series of coal export terminals in Oregon and Washington. If this plan is implemented, as much as 150 million tons of coal would travel through the Pacific Northwest annually, polluting the waters on which orcas rely with toxic dust and harmful diesel emissions.
